I agree it is the attitude about care for the underserved that accounts for differences in quality performances. I believe that money by itself cannot change attitudes. But the benefits for equal access to care will be much more tangible once attitudes change.
But how you change attitudes?

It not only involves recruiting the people into healthcare, we need to recruit people with a good business sense so that heathcare costs are more efficiently managed.
In other words, we need the best and brightest from all walks of life.
