We all know, of course, that the homeland security budget isn't just about terrorist attacks. It also covers FEMA, and therefore natural disasters like hurricanes, etc.

I completely agree, it also covers natural disasters which account for a large percentage of morbidity and mortality. I guess the real question is how can we prepare for terrorist attacks and natural disasters? I don't think throwing more money at it will help.

Money is not the answer. Education of the public is the key, in my opinion.
That can start in elementary school, as well as in the popular press. It is the responsibility of the public to be aware of threats. The press does a good job of making us aware of what is going on in the world.

We have been educating people about threats and still we were unprepared for Katrina.
I think it is a combination of educating the public and investing money wisely. I do not think we have enough money or education invested in dealing and/or preparing for threats currently.
