Why is the stroke rate different across the country?

Probably it is due to the proportion of the residents who have been shown to be more susceptible to having a stroke, based on their ethnic background. Any other possibilties?

What about access to care? Certain states have huge underserved areas due to various circumstances.

Equal access is good but why not prevent the problem in the first place? Preventative medicine is a top priority in my opinion.
