I agree that SCHIP is needed. While certain services provided could be done more efficiently by private or other types of organizations, the problem is that there are services not covererd by others. With an emphasis on quality of care indicators, money spent on SCHIP will be used wisely.

I think the more important question is how to improve access and quality of care in the most cost effective approach possible. Throwing more money at the problem does not necesarily solve it.

What is the cost effective approach?
Government or a private industry (i.e. for profit)?
For example HMO's are effective in creating profit in a cost-effective manner but what about patient quality of care?

As I addressed in another Netdoc forum, certain aspects of patient quality of care can be difficult to get reimbursed for.
Government is useful for getting access to various populations but without the help of private industry, resources are limited.
As in other industries, I think the best approach is combining government with private industry. How can that be done for health care?
